Scope and Contents
The Barnes Collection consists of documentation pertinent to three different organizations: Cablevision of Charlotte, the Citizens for Effective Government, and the MBA program at the University of North Carolina-Charlotte. The second of these six series is by far the most extensive, as it contains papers generated and accumulated by Frank Barnes, the founder of the CFEG, from the time when he established the organization, to 1995, and after he retired through 2001. In his involvement with the CFEG, Barnes attended meetings, served on committees, took notes, spoke at public hearings, wrote articles and collected newspaper articles about issues relevant to his lobbying activities—all from a fiscally conservative viewpoint. The collection consists largely of the correspondence Barnes received, the notes he took and the newspaper clippings he accumulated in the course of his directorship of the CFEG. As a member of the board of directors of the Char-Meck Open Access Channel, there are a few folders of material on that organization. The third series is a single file of material concerning projects suitable for course-credit in the MBA program at UNC Charlotte. The fourth series consists of notes, minutes, and correspondence related to various committees Barnes was a part of. The fifth series is a collection of correspondence to the Charlotte Observer, elected officals, and Barnes' personal correspondence. Various conservative newsletters make up the fifth series. The sixth series contains various local newspapers.

Biographical Note
Frank Carey Barnes earned a bachelor’s degree in Industrial Engineering from the Georgia Institute of Technology. In his early adulthood, he also served in the North Carolina and Georgia Air National Guard as an air crew member in aero-medical evacuation. For six years, he flew three out of every four weeks and, in longer service periods, participated in the evacuation of Vietnam War wounded. Barnes later earned an MBA degree from Georgia State University, concentrating his studies on production systems and organizational performance. In 1973, he received his Ph.D. from Georgia State University and he was elected by the faculty to an Honorary Lectureship. He joined the faculty at UNC Charlotte at a time when it was establishing many new programs. Dr. Barnes was an early advocate for publication and research at this rapidly growing university. In 1980 he was nominated to the board of the Southern Management Association, but instead accepted a position with the U.S. Air Force's MBA program in Europe, and with his wife and two children, spent a year in Europe. In his business career, he worked for several reputable companies, including some that are recognized as Fortune 500 companies. Dr. Barnes had an active connection with Charlotte and Mecklenburg government, serving on such committees as the Taskforce on Productivity Systems in Mecklenburg County, the New Arena Committee, the Storm Water Advisory Committee, the City of Charlotte Citizens Capital Needs Advisory Committee, the Community Building Initiatives Committee, and others. From the late 1980s to 1995 he was president of Citizens for Effective Government, which lobbied against increasing tax rates and bureaucratic proliferation at the city and county level. The CFEG also advocated privatization of many public services. He was editor of the Manufacturing Systems Division Newsletter of the Institute of Industrial Engineers, and President of the Southern Piedmont Chapter on two occasions. He was also on the board of the Char-Meck Public Access Channel, president of the Anne Heinig Memorial Park Foundation and past president of the Charlotte Scuba Club. The CFEG was concerned with the increasing size and cost of local government in the Metropolitan Charlotte area. Barnes organized in 1988 for the purpose of ‘promoting social welfare by improving effectiveness of local government, monitoring the effectiveness and economy of government spending.’ Barnes discontinued his involvement with the CFEG in 1995.

Abstract
The collection concerns primarily Dr. Frank Barnes’ leadership of a conservative “watch-dog” group known as Citizens for Effective Government, in Charlotte, North Carolina, from the late 1980s to 1995. It also includes records Barnes kept once he retired from the CEFG, 1995-2001. The CFEG lobbied for minimization of local government bureaucracy and taxes.
Arrangement
The collection is arranged into eight series, two of which (Correspondence and Citizens for Effective Government) are further divided into subseries. The eight series are: Correspondence, UNC Charlotte MBA Projects (1988), Cablevision of Charlotte (1994-1995), Citizens for Effective Government (1987-1996), Hornets Arena, Assorted Committee Work, Periodicals and Newspapers.
Frank Barnes had an extensive collection of articles from the Charlotte Observer and Wall Street Journal in his collection. Due to space constraints some of those materials had to be discarded. However, newspapers offer extensive online archives. Researchers interested in these materials should search the Charlotte Observer from 1993-1999, December of 2000, and February, March and May of 2001, paying particular attention to editorials, politcal cartoons and politics. They should also search the Wall Street Journal April 23, 1997, December 26, 1995, and January 10, 1996.
